Short Answer

Neither individually wrapping every piece nor supplying loose bulk is universally the better format for a wholesale buyer.

Individually wrapped candy is usually the logical choice when each piece will be dispensed separately, placed in a high-access environment, or used in hotels, offices, events, vending, gift sets or other situations where piece-level protection, dispensing convenience and unit identification matter.

Loose bulk candy is typically more efficient when the Buyer retains the product in a sealed bulk pack until controlled repacking, sells by weight, uses the candy as an ingredient, builds mixed assortments or processes large volumes through an in-house packaging system.

The key question is not "which is more hygienic" or "which is cheaper" — it is: who will handle the candy after the factory carton is opened, how many times will it be opened, whether each piece needs individual identification, and whether the Buyer has a controlled dispensing or repacking process.

Important: loose bulk does not mean candy is transported exposed. In professional wholesale supply, unwrapped pieces are normally inside a food-grade liner, sealed bag, bucket, tub or other validated bulk container. Individually wrapped pieces are also almost always packed into a secondary bag, box or master carton.

Key Definitions

Individually wrapped candy

Each piece has its own wrapper. Common wrapper types include twist wrap (cellophane or metalised film), flow wrap (pillow-style sealed), and sealed paper or film wrapper. The individually wrapped pieces are then normally packed into a secondary bag, pouch, display carton, box or bulk case.

Loose bulk candy

The candy pieces are not individually wrapped. They are grouped inside a food-contact bulk pack such as a sealed food-grade liner inside a carton, a transparent or printed bulk bag, a bucket or tub, or a food-contact inner bag inside a master carton. "Loose" describes the pieces inside the bulk unit. It does not mean that the candy is transported exposed.

The Codex Alimentarius Commission (CXC 1-1969) states that packaging design and materials should protect food, minimise contamination and prevent damage. The specific bulk pack is therefore always a food-safety and product-quality component, not just a transport convenience.

Sealed portion pack

A small sealed pouch containing several pieces is a third model. For example, a 20 g or 30 g pouch containing multiple gummies is not individually wrapped candy — it is a portion pack. The equipment, material use, coding, inspection and unit economics differ substantially.

1. Hygiene and Handling Exposure

Individual wrapping creates a physical barrier between the candy and repeated direct handling. This is particularly valuable when a piece moves through many uncontrolled touch points after the master case is opened.

However, individual wrapping should not be described as a universal hygiene requirement. A sealed loose-bulk pack handled in a controlled warehouse or repacking facility can be entirely appropriate. The risk increases when the bulk unit is opened repeatedly, consumers self-serve from an exposed container, scoops are poorly controlled, or different products can cross-contact.

2. Product Protection and Physical Damage

A wrapper isolates each piece, but wrapping is a mechanical process. The piece may be: accelerated and spaced; aligned; transferred between belts; pushed into film; folded or twisted; sealed under pressure; exposed to heat or cold-sealing conditions; grouped into secondary packaging.

For sensitive candy — particularly sour-powder-coated gummies, oiled jelly products, sugar-coated items or brittle freeze-dried pieces — those mechanical steps can change appearance or surface quality. The Buyer should run a line trial and inspect the wrapped product against the approved unwrapped sample before committing to individually wrapped production.

3. Shelf Life and Date Control

Individual wrappers slow moisture transfer at the piece level, which can be beneficial or irrelevant depending on the product. The primary shelf-life control for most candy is the outer pack barrier — not the individual wrapper. For products where moisture pickup or loss is the key degradation mechanism, the bulk liner or outer pouch material matters more than wrapper type.

Both individually wrapped and bulk formats require lot and date coding. Individual wrappers need coding on each piece or on each secondary pack. Bulk format requires coding on the bulk unit and on any downstream repacking. Neither format eliminates date-management responsibility.

4. Lot Traceability and Repacking

GS1 Traceability principles require that batch-level traceability is maintained throughout the supply chain. For individually wrapped candy, the lot identifier is typically printed on the wrapper or on the secondary pack. For loose bulk, the lot identifier is on the bulk liner or carton.

When bulk candy is repacked into smaller consumer units, the repacker must maintain traceability from the bulk lot to each repacked unit. Combining multiple lots in one repack operation is technically possible but complicates investigation, recall and complaint management.

Individually wrapped production requires wrapping machines (flow wrappers, twist-wrap machines or fold-wrap equipment), film inventory, coding equipment on the line and — for printed wrappers — a separate print-plate and minimum-run commitment.

Not all candy factories have individually wrapped capability for every product format. A factory may be strong at gummy production and bulk bagging but have no flow-wrap line compatible with a specific product size or format. Verify the actual packing site and line before assuming availability.

The individually-wrapped versus bulk decision sounds straightforward until you are standing in a Dongguan packing hall watching a flow-wrap trial on a sour-coated gummy. In one project for a Middle East distributor supplying hotel amenity packs, we specified individually twisted-wrapped fruit gummies — a standard request. The factory's twist-wrap line was fine for their regular hard-candy product, but the gummy piece geometry was slightly different, and the machine was producing about 12% rejects from torn wrappers at the seal point. Does individual wrapping automatically extend ?
