The binding MOQ is normally the highest requirement in the project after every component has been converted to the same unit.
A factory may be willing to produce a relatively small quantity of candy but still require a much larger order because the printed film, premade pouches, individual wrappers or custom cartons have a higher minimum. The opposite can also happen: packaging may be available in a low quantity, while the cooking, depositing, extrusion, coating or freeze-drying line requires a larger production run.
Buyers should never ask only "What is your MOQ?" The useful question is: "What is the minimum at each level of this exact SKUOne distinct sellable product unit., and which minimum controls the final order?"
MOQ Is a Stack of Minimums, Not a Single Number

A buyer can satisfy the factory's total tonnage requirement and still fail the flavour minimum. The buyer can satisfy both product and flavour minimums but still be below the printing minimum for each pouch design. The order may also need to be rounded upward to complete cartons or full film rolls.
Why Candy Factories Set MOQs
Factories do not set minimums only to make buyers purchase more. MOQs usually reflect a combination of fixed setup costs, production efficiency, raw-material procurement, packaging commitments, quality-control work and opportunity cost.
1. Cooking and line setup
Running a batch requires preparing the formula, temperature profile, depositor or extruder, molds or dies, cooling or drying, coating, target piece weight and packing. A small batch often requires nearly the same setup work as a large one.
Industrial equipment exists in lab-scale, small-batch and high-output continuous configurations. Quick-change molds, modular hoppers and rapid-changeover systems are available precisely because product switching has a real time and material cost.
2. Cleaning and changeover
Changing flavour, colour, allergen, gelling agent, filling or coating can require emptying, washing, rinsing, drying, reassembling and recalibrating equipment. Transition waste can be disproportionately large relative to a small batch.
Three flavours can therefore mean three separate changeovers. A factory may permit multiple flavours only when each occupies a commercially viable share of the run.
3. Ingredient supplier minimums
Proprietary flavours, colours, acids, fruit powders, halal gelatine, pectin, fillings and coatings may be sourced from external suppliers. Each ingredient supplier has their own pack sizes and minimum quantities. Leftover raw materials create storage, shelf-life and traceability obligations that the factory carries and prices into the project.
4. Molds and custom tooling
A stock shape uses an existing tool. A proprietary logo, a three-dimensional character, a filled rope or a non-standard strip may require a new mold, stamp, tray or die. Tooling fees are often charged once, but they do not remove the production-batch minimum.
5. Packaging and printing
Printed film, premade pouches, jars, lids, labels and cartons typically come from specialist packaging converters. Each has minimums by material, dimension and design. A printed laminated pouch in a custom size can have a printing minimum of 10,000–50,000 units or more, depending on the converter and printing method. That minimum can be higher than the factory's candy-production minimum. Packaging materials must comply with food-contact regulations in the destination market; for the EU this means conformity with EU food safety and materials-in-contact requirements.
How to Work with MOQ Constraints
Ask for an itemised MOQ breakdown
Request the minimum at each level: product, formula, flavour, packaging, printing and carton. Then convert all minimums into the same unit (kilograms of finished product, or equivalent pack units) to identify which one governs the order.
Use stock where customisation is not yet essential
A stock formula, stock shape and stock or label-applied packaging typically have lower minimums than a custom formula, custom mold and fully printed packaging. Validate demand and product fit with lower commitment before investing in full customisation.
Consolidate flavours and SKUs
Two flavours in the same pack format and on the same film roll may be feasible at a lower per-SKU volume than two flavours each requiring a separate packaging commitment. Discuss consolidation options before assuming that each SKU must be treated independently.
Negotiate a smaller first order with a defined reorder plan
Factories sometimes accept a smaller initial order when the Buyer can demonstrate realistic reorder timing and volume. A documented reorder plan makes the commercial relationship more visible and reduces the factory's risk of carrying development cost for a one-off buyer.
Understand the relationship between MOQ and reorder
Tooling already exists on a reorder. A proven formula requires no reformulation. Unused printed packaging from the first order can offset the new print commitment. The reorder MOQ may be lower — but confirm this before the first order, especially for seasonal or slow-moving SKUs.
FAQ
Does a custom mold increase the MOQ?
It can. The mold adds development and setup cost, but the larger constraint is often the production batch required to run the tool efficiently. A stock mold usually lowers development cost and risk. Paying for a custom mold does not automatically allow a very small production run.
Can labels reduce the MOQ?
Labels on stock bags or jars can reduce the commitment compared with custom printed film. They are useful for pilots and market testing. Verify food-contact packaging, label adhesion, application quality, regulatory content, appearance and packing-line capability before confirming.
Is digital printing always the best option for a small candy order?
No. Digital printing often supports lower minimums and multiple SKUs without plates or cylinders, but price, material availability, barrier performance, pouch conversion and filling-line compatibility all matter. Conventional printing may be more economical for large repeat orders.
Can the factory keep unused printed packaging for the next order?
Often, but it must be agreed in writing. Confirm ownership, quantity, storage conditions, storage period, inventory reporting, damage risk, design-obsolescence risk and what happens if the relationship ends or the label changes.
Does splitting the shipment reduce the MOQ?
Usually not if the factory must manufacture the full batch at once. Split shipment changes logistics and storage, not production economics. It can also increase handling, documentation and freight costs.
Will the MOQ be lower on a reorder?
Possibly, if tooling already exists, the formula is proven and unused packaging is available. It can also stay the same because the production batch and printing minimum have not changed. Confirm the reorder structure before the first order, especially for seasonal or slow-moving SKUs.
How can a new brand start with the lowest practical risk?
Use a stock formula, stock shape, one or two flavours, one pack size and neutral or label-applied packaging. Validate sales, product stability and logistics first. Move to custom formula, custom mold and full printed packaging only after demand and reorder timing are clearer.

The MOQ conversation is where we catch the biggest gap between what buyers expect and what factories actually need. Across more than 80 factory visits in Guangdong — from small Dongguan gummy depositing lines to Foshan packaging converters running gravure film — the binding constraint is almost never the candy itself. In 4 out of 5 first-time private label projects, the constraint that governs the minimum order is the printed packaging, not the production run. A factory might be comfortable running 200 kilograms of gummies, but the converter supplying the custom printed stand-up pouch needs 15,000 units minimum. Those 15,000 pouches may represent four to six times the candy quantity the buyer originally asked for.
For a UK-based marketplace brand launching a three-flavour sour gummy range, we mapped the full MOQ stack before the buyer had confirmed the order. The candy line required a 300 kg minimum per flavour. The printed premade pouch required 10,000 units per design. At 100g per pouch, those 10,000 pouches required 1,000 kg of gummies — more than three times the line's own minimum. The binding constraint was the packaging, and no one had calculated it. We restructured the launch plan to consolidate two designs onto a shared film roll with a flavour-specific label, which brought the effective minimum down by 40% without changing the packaging format.
The second issue we see consistently is buyers who assume the reorder MOQ will be lower because "tooling already exists." Sometimes true — but the printing minimum does not change unless you switch to digital printing, which carries its own trade-offs in material options and unit economics. We recommend confirming the reorder structure in writing before placing the first order, particularly for seasonal SKUs where unsold stock from an oversized first run can eliminate the margin on the whole project.
